English abstract

We must put in the center of the debate on ethics librarian to Information law. This is framed within the theory of Human Rights, and it relates to existing conceptions about the relationship between the librarian and the user and the social factors that affect the society-link library. Details some of the rights of library users and to integrate the right to information and are discussed in the context of the information chain or circuit. Have been considered for analysis, international instruments that enshrine human rights, the Library Bill of Rights of the ALA and its interpretations, as well as literature on various aspects of the treatment of information and controversial or sensitive material. It explicitly recommends that the commitment of librarians in the enforcement of rights and security of individuals and population groups that are related to information, freedom of expression and opinion, and personal autonomy

Spanish abstract

Es necesario poner en el centro del debate sobre ética bibliotecaria al Derecho a la Información. Este es enmarcado dentro de la teoría de los Derechos Humanos, y se lo relaciona con las concepciones existentes sobre la relación entre el bibliotecario y el usuario y los factores sociales que inciden en el vínculo biblioteca-sociedad. Se detallan algunos derechos del usuario y de los bibliotecarios que integrarían el Derecho a la Información y se los analiza en el contexto de la cadena o circuito informativo. Se han considerado para el análisis los instrumentos internacionales que consagran los Derechos Humanos, el Library Bill of Rights de la ALA y sus interpretaciones, y bibliografía relativa a variados aspectos del tratamiento de informaciones y materiales controvertidos o sensibles. Se recomienda que se explicite el compromiso de los bibliotecarios en la observancia de los derechos y garantía de los individuos y grupos de población que estén relacionados con la información, la libertad de expresión y de opinión y la autonomía personal.
