English abstract

The aim of this text is to describe a typology of intervention instruments which could be the base for an institutional policy for promoting open access. This typology has five main areas: establishment of technical infrastructures and services, information and dissemination actions, economic incentivation, institutional coordination, regulation (mandate), and inspection or control. Several instruments for each one of this areas and relevant international examples are indicated.
