English abstract

Explores the dramatic growth of open access with a particular emphasis on policy developments and aspects most relevant to Puerto Rico. Some of the largest initiatives in open access publishing come from the Latin countries - Scielo and Redalyc. Several open access journals are published at the University of Puerto Rico - Mayagüez. Creative Commons licensing is recommended for OA journals. Brief overview of open access archives.
