English abstract

Effective management is to minimize the cost or waste in a limited period of time, and obtain the best result which we expected. The waste of time is the losses of value. To pay attention, analysis and research the readers time cost, so that readers with minimal time to get the most satisfaction. It is one of the most basic and ultimate services goals of library. The article systematically inspected the forms of library open 24 hours a day, focuses on the practice of Huaihai Institute of Technology library open 24 hours a day and makes reflection on it, advocates expanding library extension services connotations, against the purely formal extension of library services time. Library open 24 hours a day to show people the wisdom of the librarian, it makes the service performance to achieve the maximization by uses the least time and space and cost.
