English abstract

Inclusion of third world science in databases is highly variable. It is estimated that only about half of the scientific output of third world countries that meets international standards for excellence is included in the Scientific Citation Index. Catalytic programs are suggested in 5 areas, ranging from further research to steps for consciousness-raising requiring minimal investment, to steps requiring more resources.
