English abstract
The paper explores library performance and development with the purpose to encourage librarians in comprehending a needed competence, a skill to read both internal and external environment, apply automation concept and software function as a tool for library performance development. Discussion complies a basic competence that must be possessed by librarians to manage either small and big libraries, understanding the meaning, function, and how to do SWOT analysis as a basic for determine target of mission; internal and external cooperation to develop library service, as well as facilities and Information Technology supports to develop library performance. It can be concluded that librarian performance can be graded from their competences that present their abilities, personalities, and Key Performance Indicator (KPI) evaluating process and activities they have done. Both competence and KPI appraisals should be done regularly in order to support librarian achievements from the aspects of facilities, service, user satisfaction, the application of IT , networking facilities, and cooperation among libraries that should be well accelerated.

Makalah memaparkan kinerja dan pengembangan perpustakaan dengan tujuan agar pustakawan dapat memahami kompetensi yang dibutuhkan, terampil membaca keadaan internal dan eksternal, memahami prinsip otomasi serta fungsi software sebagai sarana peningkatan kinerja perpustakaan. Bahasan meliputi kompetensi dasar yang harus dimiliki pustakawan untuk mengelola perpustakaan kecil dan perpustakaan besar, arti, fungsi, dan cara membuat analisis SWOT sebagai dasar menentukan sasaran misi; kerja sama internal dan eksternal untuk peningkatan kualitas layanan perpustakaan; serta dukungan fasilitas dan Teknologi Informasi untuk meningkatkan kinerja perpustakaan. Disimpulkan, bahwa kinerja pustakawan dinilai dari kompetensi yang menggambarkan kemampuan dan kepribadian pustakawan serta key performance indicator (KPI) untuk menilai proses dan kegiatan yang dilakukan. Penilaian kompetensi dan KPI ini secara berkala dilakukan agar pengembangan perpustakaan dari segi fasilitas, layanan, kepuasan pengguna, penggunaan sarana TI dan jaringan, serta kerja sama dapat berjalan dengan baik.
