English abstract

The aim of this study is to demonstrate that normative planning methodology has an application in library and information science research, specially in information policies studies. Searching for the origin of the National Library Development Plan proposed by the National Council for Library Affairs in 1994, consulted documents pointed out elements such as: problem formulation, problem-solving design, and identification. Also, outcome control was referred by Fuentes Zenón and Sánchez Guerrero as a basic element of the normative planning methodology. This paper describes the process undergone by CONPAB from the beginning, how key elements were obtained and later on, integrated in the design and formulation of the National Library Development Plan of 1994 - 2000.

Spanish abstract

El propósito de este estudio es demostrar que la metodología de planeación normativa puede ser aplicada a la investigación bibliotecológica, en particular a los estudios de políticas de información. Se describen los elementos generales de este tipo de planeación propuesto por Fuentes Zenón y Sánchez Guerrero que son: formulación del problema; identificación y diseño de soluciones; y control de resultados. Además, los pasos emprendidos por el CONPAB hasta la obtención de los elementos claves que posteriormente son integrados en el documento conocido como Plan Nacional de Desarrollo Bibliotecarios de las Universidades Públicas Estatales 1994-2000.
