English abstract

The work started from the finding that school libraries are involved in a contradiction: officially states its importance as a key institution for learning, for acquiring knowledge and for sociability, but practice shows that especially in national public education, school libraries are not structured properly or do not have the desirable range. One of the factors discussed by the fairly specialized literature is the lack of professional librarians in these institutions. This research is justified considering that, in the state public school system, management and maintenance of school libraries has been readjusted in charge of teachers or other employees, and the fact that the Reading Room Program, launched recently by the Department of State of Education for structuring libraries not anticipate the hiring of librarians or even the training of professionals who take their places. Another important factor is the lack of real integration between the educational activities developed in the classroom and library. The latter should provide support to teaching and research and also develop a broad array of cultural activities, with special attention to the promotion of reading. Thus it is expected that the school library contributes to the formation of readers and improvements in learning and knowledge. However, low levels achieved by students in tests applied at the national or state show that the reading competence has not been well developed. To reflect more about the mismatch between what is expected of school libraries - especially in Sao Paulo state public school - and what actually happens, a study was conducted from the practicum experience at a state school in the town of San Carlos. As proposed in this research, we believe it is relevant to know the background of the activities in school libraries in the current context of growing instability of its structure, think about the relationship between them and the results that are obtained from the services offered by them, and disseminate good practice. The work also considers the fact that most school libraries operating in the public school system is not run by librarians, but by other professionals - teachers or other employees - who work at schools, and that these actors generally have their silenced voices. The methodological procedures adopted in this research, qualitative, were bibliographic and field research, with the reading of theoretical material about school libraries in Brazil, with routine monitoring of the school library in a state school in the city and with the realization interviews with teachers responsible for the unit. The results demonstrate that the library, despite having teachers in his direction, has been serving the community school on a regular basis. There was great concern about the availability of the collection, with guidance from surveys of students and the satisfaction of other information needs expressed by teachers of the unit. On the other hand weighs quite the complete lack of technical support from the state that is responsible for providing adequate training to employees who replace librarians, in addition the interviewees point out the little library integration with the rest of the school and even lack of interest the community has for her and the professionals who work there. The library, despite an official discourse, remains alien to the rest of the school.

O trabalho desenvolvido partiu da constatação de que as bibliotecas escolares estão envolvidas em uma contradição: oficialmente afirma-se sua importância como instituição fundamental para a aprendizagem, para a aquisição de conhecimento e para a sociabilidade dos indivíduos, mas a prática demonstra que, sobretudo em instituições públicas de ensino nacionais, as bibliotecas escolares não estão estruturadas adequadamente ou não possuem o alcance desejável. Um dos fatores bastante discutidos pela literatura especializada é a ausência do profissional bibliotecário nessas instituições. Justifica-se essa pesquisa tendo em vista que, na rede de ensino estadual paulista, a gestão e a manutenção das bibliotecas escolares tem ficado a cargo de professores readaptados ou de outros funcionários; e o fato de o Programa Sala de Leitura, lançado recentemente pela Secretaria de Estado da Educação para estruturação de bibliotecas, não prever a contratação de bibliotecários ou mesmo a capacitação dos profissionais que ocupam seus lugares. Outro fator importante é a falta de integração real entre as atividades pedagógicas desenvolvidas em sala de aula e a biblioteca. Esta última deve prover apoio ao ensino e à pesquisa e também desenvolver um amplo rol de atividades culturais, com atenção especial para a promoção da leitura. Com isso espera-se que a biblioteca escolar contribua para a formação de leitores e a melhora nos níveis de aprendizagem e conhecimento. Entretanto, os baixos índices alcançados pelos alunos em avaliações aplicadas em nível nacional ou estadual demonstram que a competência leitora não vem sendo bem desenvolvida. Para refletir mais a respeito do descompasso entre o que se espera das bibliotecas escolares - sobretudo na rede pública estadual paulista - e o que efetivamente acontece, realizou-se estudo a partir de experiência de estágio em uma escola estadual da cidade de São Carlos. Como proposta desta pesquisa, acredita-se que seja relevante conhecer a fundo as atividades desenvolvidas em bibliotecas escolares no contexto atual de precarização de sua estrutura, pensar na relação entre elas e os resultados que são obtidos a partir dos serviços por elas oferecidos, e divulgar boas práticas. O trabalho desenvolvido também considera o fato de que a maior parte das bibliotecas escolares em funcionamento na rede pública de ensino não é administrada por bibliotecários, e sim por outros profissionais – professores ou outros funcionários – atuantes nas escolas, e que esses atores geralmente têm suas vozes silenciadas. Os procedimentos metodológicos adotados nesta pesquisa, de caráter qualitativo, foram pesquisa bibliográfica e pesquisa de campo, com a leitura de material teórico acerca de bibliotecas escolares no Brasil, com o acompanhamento da rotina da biblioteca escolar de uma escola estadual da cidade e com a realização de entrevistas com as professoras responsáveis pela unidade. Os resultados demonstram que a biblioteca, apesar de contar com professoras em sua direção, vem atendendo à comunidade escolar de forma regular. Há uma grande preocupação com a disponibilização do acervo, com a orientação de pesquisas feitas por alunos e com a satisfação de outras necessidades de informação expressas por professores da unidade. Por outro lado pesa bastante a ausência total de apoio técnico do Estado, que seria responsável por oferecer capacitação adequada aos funcionários que substituem bibliotecários; além disso os sujeitos entrevistados apontam a pouca integração da biblioteca com o restante da escola e mesmo a falta de interesse que a comunidade tem para com ela e com os profissionais que atuam ali. A biblioteca, a despeito de um discurso oficial, continua alheia ao restante da escola.
