English abstract

After a decade of development and strengthening of different regional and institutional initiatives about open access to scientific communication (institutional, thematic and / or gray literature), attributed to scientific knowledge as a common good is a battle that is still far from won. Faced with an context encouraging, publishing oligopoly is reconfigured with new strategies and business models. On the other hand, the movement "opennes" continues to advance in the world at the same time that academic and political worlds continue intertwining: Open Access, Open Educational Resources, Open Data, Open Hardware and Open Government

Luego de una década de desarrollo y fortalecimiento de distintas iniciativas institucionales y regionales de acceso abierto a la comunicación científica (institucional, temática y/o literatura gris), la batalla por el atribuir al conocimiento científico como un bien común, esta lejos de estar ganada. Frente a un escenario alentador, el oligopolio editorial se reconfigura con nuevas estrategias y modelos de negocios. Por otro lado, el movimiento "opennes" sigue avanzando en el planeta y se continúan entrelazando los mundos académicos y políticos: Open Access, Open Educational Resources, Open Data, Open Hardware y Open Government
