Welfare is dead, long live welfare! Public libraries between welfare and social value The debate on libraries and welfare is almost coincident with the current crisis of libraries all over the world. Still, while in the rest of the world the debate is focused on the library social value, in Italy “welfare” have become a key word, suggesting that public libraries could be (or rather should be) considered as part of the welfare state. After trying to clarify what we talk about when we talk about “welfare” and “library”, the article shows how the crisis often becomes an opportunity to reflect on the future of libraries, and how – in this future – the social role of the library seems to play a leading part. Yet, the question is whether this social role could or rather should be considered as welfare.

La discussione su biblioteche e welfare si è avviata più o meno in contemporanea alla profonda crisi che ha investito le biblioteche in Italia e nel resto del mondo. Tuttavia, mentre altrove si discute più pragmaticamente di valore sociale, la focalizzazione del dibattito sul rapporto tra biblioteche e welfare è soprattutto italiana, e si traduce grosso modo nell’affermazione che le biblioteche pubbliche possono e devono essere considerate come parte del welfare. Dopo aver tentato di chiarire brevemente i due termini della questione – il welfare e le biblioteche pubbliche – l'articolo mostra come in molti casi la crisi d'identità delle biblioteche si sia trasformata in necessità di riflettere sul proprio futuro, e come in questo futuro immaginato la funzione sociale della biblioteca assuma spesso un ruolo di primo piano. Rimane tuttavia da capire se questa funzione sociale (che in molti casi è già una realtà) possa a conti fatti essere definita “welfare”.
