English abstract

The adoption of Finch Report recommendation as a standard to open Aaccess by the British Government was a huge stepback to the Open Access Movement. The Finch model prioritizes the gold hybrid open access as the best strategy to immediate access to scientific production based on authors' payment for article processing charges to publishers of scientific journals. Acoording to Harnad1 the Finch Report recommendations affect, in a perverse way, the green open access, main strategy of open access, due to the role of repositories in this model would be restricted to long period of embargo delaying the possibility of immediate ac­ cess. To understand the scope and implications of this new context, the present article aims to present the new settings for the open access from main elements of the Finch Report directly affecting open access identifying its main challenges. The study was based on documentary research on the original texts of the Finch Report and interviews and texts by Steven Harnad.

Ao completar dez anos de existência, o Movimento Acesso Aberto sofre um dos seus maiores reveses com a adoção das recomen ­ dações, feitas pelo governo britânico, do chamado Relatório Finch como modelo ideal para o acesso aberto. Esse modelo prioriza o acesso aberto dourado híbrido como a melhor estratégia para o acesso imediato à produção científica garantido pelos autores ou instituições por meio de pagamento de taxas de processamento dos artigos aos editores comerciais que publicam os periódi ­ cos certificados. De acordo com Harnad1, as recomendações do Relatório Finch afetam o acesso aberto verde de uma forma per­ versa, uma vez que a principal estratégia do acesso aberto estaria restrita a longos períodos de embargo, afetando o acesso ime ­ diato à produção depositada em repositórios. Para compreender o alcance e as implicações desse novo contexto, o presente arti ­ go tem por objetivo apresentar as novas configurações do acesso aberto a partir dos principais elementos do Relatório Finch que afetam diretamente o acesso aberto, identificando os seus principais desafios. O estudo foi elaborado com base na pesquisa do ­ cumental envolvendo os textos originais do Relatório Finch, entrevistas com Steven Harnad e textos de sua autoria.
