English abstract

Socialization of the public information commons versus the tyrannies of the closures of the informational and cognitive capitalism. Abstract This paper analyses the liberation of information in general and some of its relationships with information access. Emphasizes as outstanding the roles that the worldwide library community has to play as the vanguard towards the liberation of information. It holds a position in favor of the of the worldwide community of the commons --and the cognitariat-- against the forces of private apropriation of information and knowledge commons and the movement of commons enclosures of the cognitive capitalism. It analyses the main mechanisms of how until nowadays information has been an object of opression against society, depriving it precisely of its access. Among these mechanisisms it can be found mainly the private intelectual apropriation and control of information and knowledge (the so called fallacious "intellectual property") and its diverse laws such as copyright and patents. It proposes alternative strategies and policies that seek to guarantee people --including the working class people-- freedom and rights so they can achieve a free, free of charge, unhampered, democratic and socially egalitarian access to the information and knowledge that has been generated as a communal good towards the social and public welfare.

Socialización del procomún informacional público contra las tiranías de los cercamientos del capitalismo informacional y cognitivo Resumen Este artículo analiza la liberación de la información en general y algunas de sus relaciones con el acceso a la misma. Enfatiza la importancia que tiene la comunidad bibliotecaria mundial de jugar un rol de vanguardia hacia la liberación de la información. Toma partido a favor de la comunidad bibliotecaria mundial del procomún –cognitariado-- contra las fuerzas del apropiamiento privado de la información y el conocimiento, y el movimiento del cercamiento del capitalismo cognitivo. Analiza los principales mecanismos de como hasta nuestros días la información ha sido objeto de opresión para la sociedad, privando a ésta precisamente de su acceso. Entre estos mecanismos se encuentran principalmente el apropiamiento y control intelectual de la información y el conocimiento (la mal llamada “propiedad Intelectual”) y sus diversas leyes como las del copyright y de patentes. Se proponen alternativas, estrategias y políticas que buscan brindar libertad y derechos a la gente –incluyendo a la clase trabajadora-- para que pueda lograr un acceso libre, gratuito, irrestricto, democrático y socialmente igualitario de la información y al conocimiento que ha sido generado como bien procomún para el bienestar social y público.
