English abstract

It is presented a reflection on open access as a right of all citizens and the duty of the universities, with their policies, regulations and budgets, and besides publishing practices of researchers, to protect and promote that right, especially when they are public institutions.

Spanish abstract

Se presenta una reflexión sobre el acceso abierto como derecho de todos los ciudadanos y el deber al interior de las Universidades, con sus políticas, reglamentos y presupuestos, y las prácticas de publicación de los investigadores, de proteger y promover ese derecho, máxime cuando son instituciones públicas.
