English abstract

The economic situation in higher education in Bulgaria is complicated. The universities have to maintain high quality services with limited resources. The libraries have faced with problems concerning the budget cuts and the increasing prices of resources at 7 to 10% per year, on the one hand, and the demands of the academic community for quality resources availability, on the other hand. The creating of new partnership is a way for providing better services and shared access to wider e-collections in the libraries at affordable prices. The Bulgarian Information Consortium (BIC) is the first and the only one nonprofit organization for shared services in the field of academic electronic resources for libraries without government support. It works through coordination, cooperation and collaboration. This article presents the characteristics of successful partnership building between the libraries – BIC’s members as developed by the Gallup Corporation analysis. It shows how these values can be used in the academic library environment in Bulgaria to create opportunities for success.

Финансирането на висшите училища в страната е недостатъчно. Университетите трябва да поддържат образователни услуги с високо качество с ограничени средства. Библиотеките, от една страна, са изправени пред проблеми, свързани с намаляване на бюджети и увеличаване цената на ресурсите със 7-10% всяка година, а от друга - с изискванията на академичната общност за достъп до качествени информационни ресурси. Създаването на библиотечно партньорство е начин за осигуряване на подкрепа за образованието чрез споделен достъп до електронни колекции на позволими цени. Българският информационен консорциум (БИК) е първото сдружение с нестопанска цел за споделени услуги в областта на академични електронни ресурси, без държавно финансиране. Статията представя оценяване на библиотечното партньорство на БИК чрез скалата на Галъп Корпорейшън.
