English abstract

This paper discusses the implications of social technologies, open development, information literacy and digital literacy (referred to collectively as information culture) for citizen participation. It examines the basics, activities and purposes of literacy for social action, which is benefited from keeping a holistic vision that integrates the previous elements. When developing literacy activities for society at large, we find certain dynamics that impact what it means to be a citizen in the digital age, such as Wikileaks activities, the Arab Spring, Snowden revelations, among other recent events. This framework is offered as an exploration of some of the current specific challenges for the exercise of a digital citizenship and how the mediators of an information culture could facilitate the development of such citizenship.

Este trabajo discute las implicaciones de las tecnologías sociales, el desarrollo abierto, la alfabetización informacional y la alfabetización digital (referidas en conjunto como cultura de la información) para la participación ciudadana. Se examinan los fundamentos, actividades y propósitos de una alfabetización para la acción social, la cual se beneficia de una visión holística que integre los elementos anteriores. Al desarrollar actividades alfabetizadoras para la sociedad en general, nos encontramos con ciertas dinámicas que impactan lo que significa ser un ciudadano en la era digital, como han sido las actividades de Wikileaks, la Primavera Árabe, las revelaciones de Snowden, entre otros acontecimientos recientes. En este marco se ofrece una exploración de algunos de los retos puntuales que estos implican para el ejercicio de una ciudadanía digital y cómo los mediadores de una cultura de la información pudieran facilitar el desarrollo de dicha ciudadanía.
