English abstract

To assess the relevance of the Public Library System in the political agenda, programmes presented by the Political Parties competing in Regional and Local elections in the Spanish Region of Castilla-La Mancha were analysed and the proposals about these library institutions were identified. All Regional programmes were collected and also an ample sample from the Municipalities for the 2007 and 2015 elections; trying to find the differences influenced by the impact of the financial crisis and recession on the public-library policies. The conclusion arrived at was that, although the Public Libraries may be reasonabily present in the studied programmes, there is a low awareness by the Political Parties of the main problems.

Para evaluar la relevancia de las bibliotecas públicas de la agenda política, analizamos los programas presentados por los partidos políticos para competir en las elecciones regionales y locales en la región española de Castilla-La Mancha, identificando las propuestas sobre estas instituciones. Recogimos todos los programas regionales y una amplia muestra de los municipales para las elecciones de 2007 y de 2015, tratando de encontrar las diferencias influenciadas por el impacto de la crisis económica y la recesión sobre las políticas bibliotecarias del período abarcado. Llegamos a la conclusión de que aunque hay una presencia de las propuestas de la biblioteca en alrededor del 57% (2007) o 48% (2015) de los programas estudiados, existe una baja conciencia de los partidos políticos de los problemas más importantes, formulando propuestas sobre aspectos genéricos o poco relevantes. En comparación con 2007, en 2015 disminuyeron las propuestas sobre nuevos edificios e instalaciones y acceso a Internet en las bibliotecas, creciendo la preocupación por defender el mantenimiento de los servicios, dado que algunas bibliotecas habían sido cerradas o reducidos sus horarios de apertura y sus servicios.
