English abstract

Libraries in general and parliamentary libraries in particular must transform themselves structurally and philosophically to face and actively work the profound cultural change that new information and communication technologies mean by adding value, proposing their method to facilitate the recovery and optimization of incommensurable content of the network, as eclectic as of varied value. At the same time, they must take these technologies for themselves and their users by reinventing their services, developing new ones, repositioning themselves in the management of information as referents of the search and the democratization of access, appropriating these means to improve their function in society.

Spanish abstract

Las Bibliotecas en general y las Bibliotecas parlamentarias en particular deben transformarse estructural y filosóficamente para afrontar y trabajar activamente el profundo cambio cultural que significan las nuevas tecnologías en la información y la comunicación agregando valor, proponiendo su método para facilitar la recuperación y optimización del contenido inconmensurable de la red, tan ecléctico como de variado valor. A la vez deben tomar para sí y para sus usuarios estas tecnologías reinventando sus servicios, desarrollando nuevos, reposicionándose en la gestión de la información como referentes de la búsqueda y la democratización del acceso apropiándose de estos medios para agiornar su función en la sociedad.
