English abstract

The article presents a university library activity – digital scholarly publishing, which is relatively new for the countries of Eastern Europe. The authors reveal the role of Library as Scholarly Publishing in the formation of a new infrastructure of scientific communications. Digital scientific communication initiatives of interest in this article include electronic journals, electronic archives, and open access conference systems. The concept of “library publishing services” is defined. The role of the Library Publishing Coalition in the world development of library publishing and improving the competencies of academic librarians is shown.

Представлено относительно новое для стран Восточной Европы направление работы университетских библиотек – цифровое научное издательство. Раскрыта роль библиотеки как научного издательства (Library as Scholarly Publishing) в формировании новой инфраструктуры научных коммуникаций. К цифровым инициативам научной коммуникации, представляющим интерес в рамках этой статьи, относятся электронные журналы, электронные архивы, конференц- системы, основанные на открытом доступе. Раскрыто понятие “библиотечные издательские услуги”. Показана роль Library Publishing Coalition в мировом развитии библиотечных издательств и улучшении компетентностей научных библиотекарей.

редставлено відносно нове для країн Східної Європи напрямок роботи університетських бібліотек - цифрове наукове видавництво. Розкрито роль бібліотеки як наукового видавництва (Library as Scholarly Publishing) у формуванні нової інфраструктури наукових комунікацій. До цифрових ініціатив наукової комунікації, що становлять інтерес в рамках цієї статті, відносяться електронні журнали, електронні архіви, конференц системи, засновані на відкритому доступі. Розкрито поняття "Бібліотечні видавничі послуги". Показана роль Library Publishing Coalition в світовому розвитку бібліотечних видавництв і поліпшенні компетентностей наукових бібліотекарів.
