English abstract
Like other public institutions, public libraries take their share from the change of time. One of the factors that force public libraries to change is the fact that information and transport technologies make the world accessible to everyone. Now, everyone, anywhere, at any time, space and time has removed the necessity; it has structurally transformed closed and single-center services in libraries. Information and transportation technologies have changed the lifestyle of today's individuals and caused differentiation of information acquisition behavior. While the lifestyle-changing individual expects much more than public services; he hopes to digitally claim everything he wants to get from information to information. Public libraries, on the other hand, were not indifferent to the observed difference in individual behavior; services in parallel with the change. In this study, the factors that force public institutions to transform have been evaluated; and how public libraries and librarians are effective through this process. At the same time, in order to meet the needs of today's users, determinations have been made on the features that public librarians should have.
