English abstract

Latin America has historically led a firm and rising Open Access movement and represents the worldwide region with larger adoption of Open Access practices. Argentina has recently expressed its commitment to join Plan S, an initiative from a European consortium of research funders oriented to mandate Open Access publishing of scientific outputs. Here we suggest that the potential adhesion of Argentina or other Latin American nations to Plan S, even in its recently revised version, ignores the reality and tradition of Latin American Open Access publishing, and has still to demonstrate that it will encourage at a regional and global level the advancement of non-commercial Open Access initiatives.

América Latina ha liderado históricamente un movimiento firme y creciente de acceso abierto, y representa a la región mundial con una mayor adopción de las prácticas de acceso abierto. Argentina ha expresado recientemente su compromiso de unirse al Plan S, una iniciativa de un consorcio europeo de financiadores de investigación orientado a exigir la publicación en acceso abierto de literatura científica. Aquí sugerimos que la adhesión potencial de Argentina u otras naciones latinoamericanas al Plan S, incluso en su versión recientemente revisada, ignora la realidad y la tradición en publicaciones de acceso abierto de América Latina y aún tiene que demostrar que fomentará el avance de iniciativas no comerciales de acceso abierto a nivel regional y global.
