English abstract

My library my right, as education is right for all. Odisha has public library act 2001, rules of odisha public library act 2016, panchayat library infotainment centre rule 2018. But the public library system in odisha in in unconditional situation. Many libraries seems to be closed due to insufficient of professional staff. Many school College, university libraries in odisha also have run without professional librarian.
