English abstract
If during today it has been using Internet surely already he is usuary of free software. Most of the infrastructure of Internet it is based on open protocols. More of 60% of Web servers they use Apache, a great number of servants they use SendMail to manage the shipment of electronic mail, and practically the totality of the servants of names (DNS) essential in the operation of the Network, uses program BIND or derivatives of their source code. Internet is nine means that, without a doubt, are revolutionizing many aspects of the society and are being a fundamental space for the innovation in many areas of the knowledge. The importance is unquestionable that has had free software in the extension and development of Internet from its beginnings. Also, it has been also important that the protocols that define the architecture of Internet are opened and been they have not controlled by one or few companies. As we will see, both factors are also determining in the technological decisions that make reference to the use of the new technologies in the public administration.

Si durant el dia d'avui ha estat utilitzant Internet segurament ja és usuari de programari lliure. La majoria de la infraestructura d'Internet està basada en protocols oberts. Més del 60% de servidors web utilitzen Apache, un gran nombre de servidors usen SendMail per gestionar l'enviament de correu electrònic, i pràcticament la totalitat dels servidors de noms (DNS) essencials en el funcionament de la Xarxa, usen el programa BIND o derivats del seu codi font. Internet és un nou mitjà que, sens dubte, està revolucionant molts aspectes de la societat i està sent un espai fonamental per a la innovació en moltes àrees del coneixement. És indiscutible la importància que ha tingut el programari lliure en l'extensió i desenvolupament d'Internet des dels seus inicis. Així mateix, ha estat també important que els protocols que defineixen l'arquitectura d'Internet siguin oberts i no hagin estat controlats per una o unes poques empreses. Com veurem, els dos factors són també determinants en les decisions tecnològiques que fan referència a l'ús de les noves tecnologies en l'administració pública.
