English abstract

To meet the objectives that open science presents demands both of infrastructure and means. This study addresses the actions of promotion and enhancement of the scientific, technological and innovation infrastructure that Mexico has been creating. These actions are becoming possible due to the support callings made by CONACyT for the creation, development and consolidation of institutional repositories, which are part of a National Strategy and Policy of Open Access in the country. In this study, the callings celebrated in 2015 and 2016 for the development of institutional repositories of open access to the scientific, technological and innovation information, are analyzed. It also presents some data of the proposals that were profited in both callings, data that was obtained by means of consultation and of access to public information applications. Finally, a reflection is made on the efficiency, transparency and impact that the callings have generated.

Spanish abstract

Alcanzar los objetivos que la ciencia abierta se plantea demanda tanto de infraestructura como de medios. El presente estudio aborda las acciones de promoción y fortalecimiento de la infraestructura científica, tecnológica y de innovación que se están gestando en México. Estas acciones están siendo posibles a partir de los apoyos convocados por el CONACyT para la creación, desarrollo y consolidación de repositorios institucionales, los cuales forman parte de la Política y Estrategia Nacional de Acceso Abierto en el país. En este estudio se analizan las convocatorias celebradas en 2015 y 2016 para desarrollar repositorios institucionales de acceso abierto a la información científica, tecnológica y de innovación. Así mismo, se presentan datos de las propuestas que se vieron beneficiadas en ambas convocatorias y que han sido obtenidos a través de consultas y solicitudes de acceso a la información pública. Finalmente, se reflexiona sobre la eficacia, la transparencia y el impacto que las convocatorias han generado.
