English abstract

The librarian plays an important role in carrying out activities to empower and promote the practice of Open Science for the benefit of various stakeholders, especially researchers and the general public. However, the librarian needs to be aware that there are three main requirements that determine the effectiveness and efficiency of their role. Firstly, the need to legitimize their role in terms of written legal authority; secondly, the need to make official statements with clear justifications from government or non-governmental public authorities to be involved; and thirdly, the need to master management skills in terms of conceptual, technical, and human relations to promote the practice of Open Science. With these three requirements in place, librarians will be able to play a more quality and impactful role in attracting greater involvement of various stakeholders and thereby enhancing the practice of Open Science in an open, inclusive, transparent, valid, safe, and quality manner.

Malay abstract

Pustakawan mempunyai peranan penting dalam melaksanakan aktiviti memperkasa dan menyemarak amalan Sains Terbuka (Open Science) untuk kepentingan pelbagai golongan pemegang taruh terutama daripada kalangan penyelidik kepada orang awam. Meskipun begitu, pustakawan perlu mengetahui bahawa terdapat tiga keperluan utama yang menentukan keberkesanan dan kecekapan peranan tersebut. Pertama, keperluan mengabsahkan peranan dari segi punca kuasa undang-undang bertulis; kedua, keperluan membuat penyataan rasmi dengan justifikasi yang jelas daripada pihak berkuasa di peringkat kerajaan mahupun badan awam bukan kerajaan untuk terlibat sama; dan ketiga, keperluan menguasai kemahiran pengurusan dari segi konseptual, teknikal dan hubungan manusiawi untuk menyemarakkan amalan Sains Terbuka. Dengan adanya tiga keperluan tersebut, maka pustakawan akan dapat memainkan peranan yang lebih berkualiti dan berimpak bagi menarik lebih besar penglibatan pelbagai golongan pemegang taruh sekaligus meningkatkan amalan sains secara terbuka, inklusif, telus, sahih, selamat dan berkualiti.
