English abstract
Objective: To develop a smart city, the present study aims to identify concepts, themes, and categories of inter-organizational knowledge sharing. Method: This research is descriptive-analytical and developmental in purpose, employing a qualitative approach through the meta-synthesis method, which is based on the seven stages outlined by Sandelowski and Barroso, as well as thematic analysis. The research population consisted of 49 scientific publications. MAXQDA software was utilized for data analysis. Results: In total, 231 identified codes were categorized into 45 subcategories, 16 main categories, and three themes. The theme of influencing factors includes nine main categories: organization, society, governance, urban government, technical infrastructure, data, smart city, inter-organizational factors, and knowledge. The theme of processes includes three main categories: extra-organizational stages, intra-organizational stages, and inter-organizational stages. The theme of methods and tools encompasses four main categories: technological methods and tools, human-centered methods and tools, human-technology interaction, and knowledge center. Conclusions: In designing and implementing an inter-organizational knowledge-sharing system within a smart city, it is essential to identify the necessary infrastructures and influential factors, develop and implement the required processes at various stages, and ultimately share knowledge through the selection and application of appropriate methods and tools.
