English abstract
The analysis of the emergence of new technologies must necessarily be comprehensive. It must cover all activities and realities of our human life, and only once it has been globalized can we focus on the area that interests us and apply it to the interrelationship between education and new technologies. If we focus solely on the educational system, what could be a realistic, modern, solid, and feasible goal for providing better education and good instruction to students? The list of goals may be long, but let's look at the most important ones: Appropriate new technologies to apply them independently and intelligently in the service of the community. Train leaders with the ability to distinguish the essentials of each technological innovation, evaluating its potential, its risks, and its positive adaptation to the community. To cement and promote mindsets capable of organizing, exchanging, inventing, analyzing, and acting in a constructive, critical, and organized manner. Instruction facilitated by emerging technologies, group work, and cooperative organization must be the essential pillars of an educational system that looks toward the end of this century. Unfortunately, this is not the case with the current educational system.

El análisis sobre la irrupción de las nuevas tecnologías debe ser obligatoriamente global. Debe cubrir todas las actividades y realidades de nuestra vida humana y, una vez globalizado, solo entonces podemos centrar el foco sobre el dominio que nos interesa y aplicarlo a la interrelación entre la Educación y las nuevas tecnologías. Si nos focalizamos solo sobre el Sistema Educacional ¿Cuál puede ser un objetivo realista, moderno, sólido y factible para dar una mejor Educación y una buena Instrucción a los alumnos? La lista de los objetivos puede ser larga, pero veamos los más importantes: Apropiarse de las nuevas tecnologías para aplicarlas independiente e inteligentemente al servicio de la comunidad. Formar líderes con la capacidad de distinguir lo esencial de cada novedad tecnológica, evaluando su potencial, sus riesgos y su positiva adaptación a la comunidad. Cimentar y promover mentalidades capaces de organizarse, de intercambiar, de inventar, de analizar y de actuar en forma constructiva, crítica y organizada. La instrucción facilitada por las tecnologías emergentes, el trabajo de grupo y la organización cooperativa deben ser los pivotes esenciales de un sistema Educacional que se proyecte hacia el final de este siglo. Desgraciadamente, no es el caso del sistema Educacional actual.
