English abstract
Access to academic journals is vital for research, innovation, and evidence-based policymaking, yet high subscription costs continue to limit access in developing countries such as India, particularly for resource-constrained institutions. This disparity deepens inequalities between elite and smaller or rural institutions, restricting national research capacity. To address this challenge, the Government of India launched the One Nation, One Subscription (ONOS) policy under the National Education Policy 2020 to ensure equitable access to scholarly resources and promote inclusivity across higher education institutions.
