English abstract

The webinar Enabling Libraries, Guaranteeing Rights: A Legal Checklist for the Digital Age, organized by Knowledge Rights 21, marked the official launch of the strategic document, Safeguard Access, Empower Europe – An Action Plan to Let Libraries be Libraries. This nine-point practical guide, intended for legislators, advocacy networks, and library professionals, aims to strengthen legal recognition of the essential role of libraries in the 21st century. The discussion between the speakers and moderator Stephen Wyber, KR21 Program Lead, IFLA, focused on the need for updated regulatory frameworks that enable libraries to fully perform their functions in the digital environment. The discussion offered operational tools for assessing the legislative situation in different national contexts and identifying priorities for intervention and policy action.

Il webinar Enabling Libraries, Guaranteeing Rights: A Legal Checklist for the Digital Age, organizzato da Knowledge Rights 21, ha segnato il lancio ufficiale del documento strategico Safeguard Access, Empower Europe – An Action Plan to Let Libraries be Libraries. Si tratta di una guida pratica strutturata in nove punti, destinata a legislatori, reti di advocacy e professionisti delle biblioteche, con l’obiettivo di rafforzare il riconoscimento giuridico del ruolo essenziale delle biblioteche nel XXI secolo. La discussione tra gli speaker e il moderatore Stephen Wyber di KR21 Programme Lead IFLA, si è concentrata sulla necessità di quadri normativi aggiornati che consentano alle biblioteche di svolgere pienamente le proprie funzioni anche nell’ambiente digitale, offrendo strumenti operativi per valutare la situazione legislativa nei diversi contesti nazionali e individuare priorità di intervento e di azione politica.
