English abstract

This paper analyzes the initiative taken by Chinese authorities to compile and publish an official blacklist of "suspected" or low-quality academic journals. The article examines the political and strategic motivations behind this measure, which aims to curb predatory publishing practices and discourage the expenditure of public research funds on outlets lacking rigorous peer review. The author explores the impact of these regulatory interventions on research evaluation frameworks, highlighting the tensions between scholarly freedom and the necessity of establishing ethical, transparent governance over scientific communication channels. Finally, the paper reflects on the global implications of such state-level regulatory actions in a scholarly publishing market increasingly shaped by profit-driven, quantitative metrics.

Il presente contributo analizza l'iniziativa intrapresa dalle autorità cinesi riguardante la redazione e la pubblicazione di una lista ufficiale di periodici accademici considerati "sospetti" o di scarsa qualità scientifica. L'articolo esamina le motivazioni politiche e strategiche alla base di questa scelta, volta a contrastare le derive dell'editoria predatoria e a disincentivare l'uso di fondi pubblici per pubblicazioni prive di un rigoroso controllo editoriale. L'autrice approfondisce l'impatto di tali misure sui sistemi di valutazione della ricerca, evidenziando le tensioni tra la libertà accademica dei ricercatori e la necessità di una governance etica e trasparente dei canali di comunicazione scientifica. Il saggio riflette infine sulle implicazioni globali di questo intervento regolatorio in un mercato editoriale accademico sempre più dominato da logiche commerciali quantitative.
