English abstract
The simple expansion of the telematic infrastructure would not be enough to overcome the grave problems of information services proivision, in accordance with the requirements of the sustained development process that would be more just and equitable for all of society. In truth, more emphais is being placed on information flow rather than on its effective use; the simple existence of information is no guarantee of its being disseminated in socially and politically correct terms, while the possession or privation of the right to information would constitute a type informational imperialism (according to Roberta Lamb). Information becomes a value, something abstract, independently of its support and calls for new theoretical and methodological approaches, new practices and new tecnologies for its life cycle and transformation. The article discusses the problem of information as ideology, its globalization and the rise of “virtual libraries” in cyberspace requiring widespread social adaptations, with its consequence in thye political sphere, within and among the countries and regions of the world, according to the concept of “informational feudalism” (Peter Drahos), with the overcoming of ideology by technology. Conclusions are drawn regarding some defense strategies for the users’ rights and for safeguarding the values and interests of less-favored groups, institutions, and regions.

A simples expansão da infra-estrutura telemática não seria suficiente para superar os graves problemas da oferta de serviços de informação, de acordo com os requerimentos de um processo de desenvolvimento sustentado para toda a sociedade, em bases mais justas e equitativas. Em verdade, põe-se mais ênfase no fluxo da informação que em seu uso efetivo; a simples existência da informação não é garantia para sua distribuição em termos social e politicamente corretos, enquanto que a posse ou privação do direito à informação configuraria uma espécie de imperialismo informacional (segundo Roberta Lamb). A informação transforma-se em um valor, em algo abstrato, independente de seu suporte e requer novas abordagens teóricas e metodológicos, novas práticas e novas tecnologias para seu ciclo de vida e de transformação. Discute o problema da informação como ideologia, sua globalização e o surgimento das “bibliotecas virtuais”no espaço cibernético, exigindo grandes adaptações sociais, com seus desdobramentos na ordem política, dentro e entre os países e regiões do mundo, segundo o conceito de “feudalismo informacional” (Peter Drahos), com a superação da ideologia pela tecnologia. Conclui com algumas estratégias na defesa dos direitos dos usuários e em salvaguarda dos valores e interesses de grupos, instituições e de regiões mais desfavorecidas.
