English abstract

This is a detailed study of the college library situation in India. It points out that in India the importance of library in higher education was emphasized by many educationists experts and committees from 1950 and of them Ranganathan Committee (1958) of UGC, Education Commission (1966) of Government of India chaired by D.S. Kothari and Expert Committee on College Libraries of government of Kerala chaired by V.P Joy (1994) are very important. But even with all these exercises no serious attempt for reform was initiated in this aspect. Government could not even prepare minimum standards for college libraries which would have served as guidelines for the development of 9000 and more colleges in the country. One reason was education being a State subject technically Union Government could not go beyond giving suggestions. After a detailed evaluation of the reports the study concludes by stating that as recommended by them; librarian also should be brought under the definition of teacher, and that the college librarian should be given academic status, and rank and salary as recommended by UGC subject to satisfying the qualification and other conditions. The study opines that if the recommendations of these committees had been implemented in time the country would have by now gone a long way in improving the quality of information support for higher education and research.
