English abstract

The access to the culture has been devoted like one of the fundamental rights of the citizens from years 50 of century XX. Although the concept of culture and the forms in which this is materialized have undergone permanent changes throughout the time, its central character in the formation of the citizen and in the development of the society and the individuals it has remained like invariable an essential to the present time. The conservation of cultural products and the access to them on the part of all the population constitute an imperative of inescapable fulfillment on the part of all the administrations. The problem arises, on the one hand, when with the appearance of new informative technologies the culture shapes in products difficult apara a segment of the population, causing the denominated digital breach, and by another one, when nonprehorseradish tree adapted systems of conservation for that cultural production, preventing that takes place the intergenerational transmission that is in the base of any cultural manifestation that aspires to become historical memory of its time. UNESCO has recently developed to the program of Preservation of Digital Heritage (greater of 2004) tending to guarantee the conservation of the digital patrimony of the humanity, until the to a great extent lost present for future generations. This contribution tries to reflect on a problem that this in center of the debate on the access of the citizens to a the culture, analyzing the initiatives already undertaken on the part of different countries and the challenges to which there are to respond so that, from the European Union undertakes common programs.
