English abstract

Information literacy as an individual and a social emancipatory process is explored in this paper. It also examines the awakening awareness of the Latin American librarians towards information literacy. Specially in developing countries, information literacy is a key issue because there is a close connection with social inclusion. The incorporation and mobilization of attitudes, knowledge and skills directed to citizenship exercise is the core of social inclusion. It also includes the acceptance of the differences, valorization of diversity, the right to belong and the search for constant improvement of society. Information literacy, at a higher level, more than a sum of skills and attributes, is a continuous process of the adequate mobilization of interrelated contents. The learning path that begins with literacy, functional literacy, digital inclusion, informational inclusion, culminates in social inclusion. According to this, librarians and educators are conceived as mediators and social transformation agents.

Portuguese abstract

Competência em informação, como um processo de emancipação individual e social é explorado neste trabalho. O tema é examinado no contexto do despertamento da conscientização, por parte dos bibliotecários Latino-americanos, de sua responsabilidade no desenvolvimento da competência em informação. Especialmente nos países em desenvolvimento, a competência em informação constitui-se em um elemento crucial nesse processo devido à sua íntima conexão com a inclusão social. A absorção e o desenvolvimento de atitudes, conhecimentos e habilidades dirigidos ao exercício da cidadania é a essência da inclusão social, a qual também envolve a aceitação das diferenças, a valorização da diversidade, o direito de escolha e a busca incessante de desenvolvimento social. Em um nível mais alto, a competência em informação, mais que um conjunto de habilidades e atributos, representa um processo contínuo de mobilizaçao de conteúdos interrelacionados. O caminho da aprendizagem começa com a alfabetização, a aprendizagem do exercício da cidadania, a inclusão digital, a inclusão informacional, culminando com a inclusão social. Neste contexto, os bibliotecários e educadores assumem o papel de mediadores e de agentes de transformação social.
