English abstract

NGOs have a remarkable role in strengthening democracies in developing countries. One of their roles is usually associated to the custody of civic values and minority rights. In this paper I discuss the particular usage of information by NGOs, a use that is related to political activism. Giving a convincing display to information and spreading it to targeted civil actors, NGOs confer a positive force to data, transforming awareness into social change. The process encompasses the use of information technologies, mostly the Internet. I also offer a description of an Argentinean NGO, "Citizen Power” to exemplify how advocacy organizations generate information. Some issues are raised in the conclusions about NGOs’ accountability as well as their contributions to the worldwide flow of information.

Spanish abstract

Las ONGs tienen un rol destacado en el fortalecimiento de la democracia en países en desarrollo. Uno de sus roles está asociado con frecuencia a la defensa de los valores cívicos y derechos de las minorías. En este artículo se explora el uso particular de la información por parte de las ONGs, uso que se relaciona con el activismo político. Dando una visualización convincente a la información y orientándola a actores clave de la vida civil, las ONGs dan fuerza positiva (o de acción) a los datos, transformando la conciencia civil en cambio social. Este proceso comprende el uso de tecnologías de la información, sobre todo la Internet. También se ofrece una descripción de una ONG argentina, “Poder Ciudadano”, para ejemplificar como organizaciones de defensoría (advocacy organizations) generan información. Algunos problemas son postulados en las conclusiones, acerca de la responsabilidad (accountability) de las ONGs y su contribución al flujo mundial de información.
