English abstract

Electronic publishing can be defined as the distribution, archiving and retrieval of "documents" through electronic media and/or networks. Although electronic mail was first used in the first half of 1960s, the use of electronic publishing in scientific communication is relatively new. Some researchers do not consider e-publishing as an appropriate medium to publish the results of serious scientific research. On the other hand, publishers do not wish to limit their market to only those readers who possess certain kind of technology, and they seem to be reluctant to take risks until the economic models in e-publishing are fully in place. Furthermore, several issues in relation to e-publishing such as intellectual property rights, archiving, etc. create heated discussions among researchers, publishers, and librarians. This paper touches upon some general issues in electronic publishing and discusses some of the technological, economic and archival developments, and the likely impact of such developments on information services.

Elektronik yayıncılık "belgelerin" elektronik ortamlar ve/ya da ağlar aracılığıyla dağıtımı, arşivlenmesi ve bu belgelere erişilmesi olarak tanımlanabilir. Elektronik posta 1960'ların ilk yarısında üniversitelerde kullanılmaya başlanmasına karşın, bilimsel iletişimde elektronik yayıncılığın kullanılması nispeten yeni bir gelişmedir. Bazı araştırmacılar çeşitli nedenlerle e-yayıncılığı ciddi bilimsel araştırma sonuçlarının yayımlanması için uygun bir ortam olarak görmemektedirler. Öte yandan yayıncılar da elektronik yayıncılıktaki ekonomik modeller tam olarak oluşmadan riske girerek pazarlarını sadece belirli bir teknolojiye sahip okuyucularla sınırlamak istememektedirler. Bunun yanı sıra elektronik yayıncılık alanındaki entellektüel mülkiyet hakları, arşivleme vb. gibi daha birçok sorun araştırmacılar, yayıncılar ve kütüphaneciler arasında yoğun tartışmalar yaratmaktadır. Bu makalede elektronik yayıncılıkla ilgili genel sorunlara kısaca değinilmekte, bu alandaki teknolojik, ekonomik ve arşivsel gelişmeler ile söz konusu gelişmelerin bilgi hizmetleri üzerindeki olası etkileri tartışılmaktadır.
