English abstract

Throughout Europe there are many cultures that are locally defined within communities. These cultures are often expressed through formal bodies such as libraries, museums, small cultural institutions, artistic groups, etc. Before the emergence of Information and Communication Technologies (Ids), the cultural collections of these communities were exposed to the public only on a local level and on a "visiting-only-basis", meaning that one had to be physically present in the exposure area (e.g. in the museum premises), in order to be able to browse the collection. Furthermore, there were many personal collections (e.g. personal archives, handwritten documents, etc) that remained unpublished and unknown to the public, mostly because there was no simple and effective way of promoting and exposing one's private collection. With the advent of the ICTs, new ways were offered to local communities to capture and render their cultural heritage more efficiently and to share this heritage with other communities, locally, nationally and even internationally through the World Wide Web. Furthermore, the relationship of the public with the exposing entities (museums, libraries, etc.) was strengthened and became more interactive, collaborative, since the citizens were offered the ability to contribute their histories, experiences and knowledge to the cultural heritage of their local community. However, evidence shows that current implementations of information systems in local cultural heritage institutions, which exploit the capabilities of the World Wide Web, in order to share and expose their collections, often lack in structure, consistence and interoperability. Most cases include simple web site implementations offering a small set of services to the Users such as simple 'link-lists' to external resources, or, in the best of cases, search-and-retrieve functionality from a small relational database. The main issue that COINΕ is called to deal with is the development of an efficient networked environment that will enable individuals and small communities to take full advantage of most, or all, of the capabilities that are offered by the current ICTs. Enabling people to tell and contribute their stories, knowledge and experiences to their local community through an interactive interface and then offering them the capability to share this knowledge with other individuals through the exploitation of inter-community links, is regarded as one of the core service that the COINΕ environment will be designed to offer. The system that will be developed, during the project, will give users the opportunity to use and to combine their own material with the material that is disposed, through cultural bodies or other web resources. Also, the users will be able to create their own cultural stories emerging the unknown, until today, elements of the cultural heritage.

Στην Ευρώπη υπάρχουν διάσπαρτες πολλές μικρές κοινότητες, οι οποίες χαρακτηρίζονται απο τις δικές τους πολιτιστικές παραδόσεις και δραστηριότητες. Οι δραστηριότητες αυτές συχνά εκφράζονται μέσω επίσημων φορέων, όπως βιβλιοθήκες, μουσεία, μικροί πολιτιστικοί οργανισμοί, ομάδες καλλιτεχνών, κλπ. Πριν από την εμφάνιση των Τεχνολογιών Πληροφορικής και Επικοινωνιών - ΤΠΕ, οι πολιτιστικές συλλογές αυτών των κοινοτήτων εκθέτονταν μόνο σε τοπικό επίπεδο και με την προϋπόθεση ότι κάποιος θα έπρεπε να βρίσκεται στο χώρο έκθεσης, για να μπορέσει να περιηγηθεί στη συλλογή. Επιπλέον, υπήρχαν πολλές προσωπικές συλλογές (π.χ. προσωπικές φωτογραφίες, χειρόγραφα, λευκώματα, κλπ), οι οποίες παρέμεναν αδημοσίευτες και άγνωστες στο ευρύ κοινό, επειδή δεν υπήρχε κάποιος απλός και αποτελεσματικός τρόπος προβολής και έκθεσης των συλλογών αυτών. Η εξέλιξη των ΤΠΕ, προσέφερε στις τοπικές κοινότητες νέες δυνατότητες συμμετοχής και δημοσιοποίησης της πολιτιστικής τους κληρονομιάς σε τοπικό, εθνικό και ακόμη και διε- θνές επίπεδο μέσω του Παγκόσμιου Ιστού και ενίσχυσε τη σχέση του κοινού με τους 'εκθεσιακούς οργανισμούς' (μουσεία, βιβλιοθήκες, κλπ) αφού το κοινό μπορούσε να επί-, σκέπτεται εικονικά τους πολιτιστικούς φορείς και να βλέπει τις συλλογές τους. Ωστόσο, η μέχρι σήμερα εκτίμηση είναι ότι οι τρέχουσες εφαρμογές πληροφοριακών συστημάτων που χρησιμοποιούν οι πολιτιστικοί φορείς, εκμεταλλευόμενοι τις δυνατότητες του Παγκόσμιου Ιστού, προκειμένου να διαμοιραστούν και να εκθέσουν τις συλλογές τους, στερούνται συχνό δομής, συνέπειας και διαλειτουργικοτητας. Οι περισσότερες περιπτώ- σεις περιλαμβάνουν απλές εφαρμογές ισοτόπων, οι οποίες προσφέρουν περιορισμένες υπηρεσίες στους χρήστες, όπως απλές λίστες με συνδέσμους σε εξωτερικές πηγές πλη- ροφοριών, ή στην καλύτερη περίπτωση, λειτουργίες αναζήτησης και ανάκτησης πληρο φοριών από μικρές βάσεις δεδομένων. Η ερευνητική πρωτοβουλία του έργου COIN Ε επικεντρώνεται στην ανάπτυξη ενός δικτυωμένου περιβάλλοντος, ικανού να επιτρέπει στα άτομα και τις μικρές κοινότητες να εκμεταλλευτούν πλήρως τις δυνατότητες των ΤΠΕ. Η βασική ιδέα είναι να παρέχει στον κόσμο τη δυνατότητα να συνεισφέρει τις δικές του ιστορίες, εμπειρίες και γνώσεις στην πο λιτιστική κληρονομιά του τόπου του μέσα από εξελιγμένα επίπεδα αλληλεπίδρασης και διε- παφής και στη συνέχεια να μοιράζεται το υλικό αυτό με άλλα άτομα μέσα από διακοινο- τικά πολιτιστικά δίκτυα. Το σύστημα που θα αναπτυχθεί κατά τη διάρκεια του έργου θα δίνει στα άτομα τη δυνατότητα να χρησιμοποιούν και να συνδυάζουν το υλικό που έχου στη κατοχή τους με υλικό που διατίθεται μέσω πολιτιστικών φορέων ή άλλων πηγών του Διαδικτύου και να δημιουργούν τις δικές τους πολιτιστικές ιστορίες προβάλλοντας με αυ τό τον τρόπο άγνωστα μέχρι σήμερα τοπικά στοιχεία πολιτιστικής κληρονομιάς.
