论文首先介绍了《图书馆服务和技术法案》 (LSTA) 以及LSTA的新特点和其它经费来源问题，接着介绍了图书馆委员会、国家图书馆、1998年全国公共图书馆因特网连通情况普查 、美国图书馆协会等方面的情况，最后还介绍了美国图书馆员的素质和要求 、图书馆学院的认证和图书馆学教育等2个方面的发展情况。
