Abstract
Direct relation of information to development necessitates giving priority tot information systems meant for the people. Such systems are to be found upon sound library legislation. In a federal country like India library systems are to be planned as a national level system. State systems should form component units of a national system. For this States have to follow a uniform pattern of library and information system and legislation, so that the components can be organized into a coherent whole. The Model Library Act prepared by Dr. S R. Ranganathan was based on this requirement. The paper evaluates library legislation enacted in different States of India after the framing of the Model Act in comparison with the Model Act. The study reveals that the States have not followed a similar pattern. This has prevented the effective coordination of library and information system at the national level and so major information resources exists as independent systems not accessible to the people. The study recommends the enactment of a national level Library and Information Services Act, which will prescribe a Model Act for the States also according to which State Acts are to be amended.
