En el presente trabajo, después de enumerar algunas conclusiones respecto a las leyes y la legislación en el tópico de las bibliotecas, se advierte la ambigüedad y falta de actualización de la normatividad correspondiente. Por otra parte, se aportan algunos elementos de diagnóstico en cuanto a la situación actual del conocimiento respecto a las bibliotecas y los hábitos de lectura que presenta la población del Área Metropolitana de la Ciudad de México y la descripción de nuevas formas de la lectura y acceso a la información mediante las Tecnologías de Información y Comunicación (TIC’s), específicamente la Internet. Se menciona, también, la tendencia de los países que contribuyen en el contexto de la sociedad de la información. Por último se concluye, que para tener mayor éxito en la elaboración de leyes y su implementación en el marco de las políticas culturales en México, debe haber previamente un diagnóstico.

In this paper (Model for the diagnosis and implementation of a cultural policy), after pointing out some conclusions about the laws and legislation on the topic of libraries, it is evidenced the ambiguity and lack of updating of the corresponding regulations. On the other hand, some elements are proposed for the diagnosis about the current situation of the awareness about the libraries and the reading habits that the population of the Metropolitan Area of Mexico City have, and the description of the new forms of reading and the access to information through Information and Communication Technologies (ICTs), specifically the Internet. It is added, also, the tendency of the countries which contribute to the society of information. Finally it is concluded that, to be more successful in the making of laws and their implementation on the frame of cultural policies in Mexico, there should exist a diagnosis before those laws.
