English abstract

The efficiency of published scientific works are measured and examined qualitatively by bibliyometric methods. As a significant efficiency measurement tool, citations form one of the parameters of research evaluation methods. By means of research evaluation studies, publication tendencies of specific fields are revealed, comparisons are made between countries, institutions or individuals, and consequently all these results helped the formation of scientific publication policies of countries and institutions. Research evaluation studies also provide us with information on what is worth researching for scientists. This article gives information on the h-index results in order to compare Turkey and other countries with respect to the articles published in citation indexes over the years. In this respect, it has been observed that h-index value of Turkey-addressed publications has increased over the years. Yet, comparisons showed that Turkey still lags behind countries such as Austria, Finland and Denmark. Similar conditions exist in terms of the universities. Turkish universities remain below many other universities worldwide in terms of h-index performance.

Bilim insanları yaptıkları çalışmaların sonuçlarını geniş kesimlere duyurabilmek için araştırma sonuçlarını yayımlamaktadır. Yayımlanan çalışmaların etkinliği bibliyometrik araştırmalarla ölçülmekte ve niteliksel olarak sorgulanmaktadır. Önemli bir etkinlik ölçüsü olan atıflar araştırma değerlendirme çalışmalarının parametrelerinden birisini oluşturmaktadır. Araştırma değerlendirme çalışmaları ile disiplinlere özgü yayın yapma eğilimleri ortaya çıkmakta, kişiler, kurumlar ya da ülkeler arasında karşılaştırmalar yapılmakta, ülkelerin veya kurumların bilimsel yayın politikaları şekillenmektedir. Aynı zamanda araştırma değerlendirme çalışmaları neyin araştırma yapmaya değer olduğunu ve bilim camiasının nelere değer verdiğini göstermektedir. Bu makalede son yıllarda üzerinde çeşitli tartışmalar yapılan h-endeksi konusunda bilgi verilmekte, Türkiye’nin atıf dizinleri kapsamındaki yayınları diğer ülkelerle karşılaştırılmaktadır. Tüm karşılaştırmalarda ölçü birimi yıllara göre ülkelerin yayınlarının almış olduğu h-endeksi değeridir. Buna göre Türkiye adresli yayınların h-endeksi değerleri açısından yıldan yıla gelişim gösterdiği saptanmıştır. Öte yandan Danimarka, Avusturya, Finlandiya gibi ülkelerle yapılan karşılaştırmalarda Türkiye’nin söz konusu ülkelerin gerisinde olduğu görülmektedir. Üniversiteler açısından da benzer bir durum söz konusudur. Türk üniversiteleri h-endeksi performansı açısından dünyadaki birçok üniversitenin altında yer almaktadır.
