English abstract

The Health Information Institute (IIS) was created by Law 16/2003 of Cohesion and Quality of the NHS as responsible for collecting, processing and distributing information relevant to the needs of the NHS and to develop the necessary functions for operation of the Health Information System, among them it works as an international correspondent of international organizations databases (Eurostat, WHO, OECD). It is a producer of health information systems on health, facilities, resources and activity, expenditure and opinion, as embodied in operations such as the National Health Survey, National Catalogue of Hospitals and Primary Care Information System, Statistics on Health Establishments providing Inpatient Care or Barometer Health, among others. The IIS faces the dissemination of each of its products independently, adapting protocols for the needs of each of them. The usual channels used by the IIS were based on the publishing program, the website of the Ministry, and a customer care mailbox. The publishing program annually raises all those publications that will be edited. Currently, the trend is to reduce the paper edition of the publications, giving priority to electronic formats. Consequently, the website of the Ministry of Health, Social Policy and Equality has become the fundamental element for the dissemination of our publications. This media has enabled the IIS to offer information to its users by providing access to publications, the database and the consult applications. The mailbox service allows the IIS to address the user information needs and user concerns, have mailing lists, identify stakeholders, make selective dissemination of information, and identify strengths and weaknesses in the fabric. Recently the IIS is using other dissemination channels such as newsletters and social networks and organization of forums. Finally, we evaluate the impact achieved by the dissemination of products through analysis of: Copies request to the publications service; Visits to the web, consult applications and document downloads; Impact on the media; Questions to the mailbox. The analysis of all these aspects and channels, leading to IIS to consider the need for other means of projecting their products, open access to their publications and the creation of an Institutional Repository.

Spanish abstract

El Instituto de Información Sanitaria (IIS) se crea con la Ley 16/2003 de Cohesión y Calidad del SNS como el encargado de recabar, elaborar y distribuir información que responda a las necesidades del SNS y desarrollar las funciones necesarias para el funcionamiento del Sistema de Información Sanitaria; entre ellas, ejerce como corresponsal internacional de bases de datos de organismos internacionales (Eurostat, OMS, OCDE). Es productor de sistemas de información sobre salud, centros, recursos y actividad, gasto y opinión, que se concreta en operaciones como Encuesta Nacional de Salud, Catálogo Nacional de Hospitales y Centros de Salud, Sistema de Información de Atención Primaria, Estadística de Establecimientos Sanitarios con Régimen de Internado o Barómetro Sanitario, entre otros. El IIS afronta la difusión de cada uno de sus productos de manera independiente, adaptando los protocolos de actuación a las necesidades de cada uno de ellos. Los canales habituales utilizados por el IIS se basaban en el programa editorial, la página web del Ministerio, y un buzón de atención al usuario. En el programa editorial se plantean anualmente todas aquellas publicaciones que van a editarse. Actualmente, la tendencia es reducir la edición en papel de las publicaciones, priorizando los formatos electrónicos. En consecuencia, la web del Ministerio de Sanidad, Política Social e Igualdad se ha convertido en el elemento fundamental de difusión de nuestras publicaciones. Este medio ha permitido al IIS ofrecer la información a sus usuarios facilitando el acceso a publicaciones, al banco de datos y a aplicaciones de consulta donde poder elaborar información. El buzón de atención al usuario permite al IIS atender necesidades informativas y dudas de los usuarios, disponer de listas de distribución, identificar grupos de interés, realizar difusión selectiva de información, e identificar fortalezas y debilidades en el entramado.
