English abstract

Here are introduced the main initiatives developed in the context of the Open Access Movement in Uruguay. The aim is to identify the tendencies in relation to the implementation of the two ways of open access (green way and golden way) at the Science and Technology National System. The opinions of the decision makers are also gathered, about the opportunities that open access offers and the need to implement public policies in that regard. A method is applied that includes bibliographic review, website consulting and interviews to qualified informants. The project originates from the research group “Studies on the Scientific Production”, which develops its activities in the context of the Programa de Desarrollo Académico de la Información y la Comunicación (PRODIC) at the Universidad de la República (UDELAR). Its purpose is to promote the cross-discipline and inter institutional spaces that analyze the open access issue in the context of the national general policies about information. At the moment, the group is carrying out the research and development project (R+D) “Institutional repository model as an alternative for the social, scientific and technologic country development”, funded by Scientific Research Sectorial Committee from UDELAR. The execution of the said project gave information about the situation regarding open access around government and education authorities, and decision makers. We identified and described the publications of the active researchers of the Researchers National System (SNI), with the aim of getting to know the different models of scientific communication in each knowledge area, and obtaining empiric elements to develop an institutional repository model according to its own special features. The aim is to contribute to the creation and implementation of national policies that motivate the green way as an alternative to guarantee the open access and the bibliographic control of the national scientific production. These lines of research were recently created and they will gradually become established. They are obtaining visibility in the different national areas and have installed this issue in the current discussion agenda. Consequently Uruguay is not out of date compared to the international context and is going forward in benefit of the scientific and technologic development. We hope that the research results will be reference elements for the creation of new policies of open access that can meet the country needs and be updated with the international tendencies.

Spanish abstract

Se presenta el estado de situación de las principales iniciativas desarrolladas en el marco del Movimiento de Acceso Abierto en el Uruguay. Se identifican las tendencias en relación a la implementación de las dos vías de acceso abierto (vía verde y vía dorada) en las instituciones del Sistema Nacional de Ciencia y Tecnología. Se recoge la percepción de los tomadores de decisiones respecto a las oportunidades que brinda el acceso abierto y a la necesidad de implementar políticas públicas al respecto. Se aplica una metodología que incluye revisión bibliográfica, consulta a sitios web y entrevistas a informantes calificados. La propuesta surge del grupo de investigación “Estudios sobre la producción científica”, que desarrolla sus actividades en el marco del Programa de Desarrollo Académico de la Información y la Comunicación (PRODIC) de la Universidad de la República (UDELAR). En este entorno se pretende promover espacios interdisciplinarios e interinstitucionales que analicen la problemática del acceso abierto en el contexto general de las políticas públicas de información a nivel nacional. Actualmente el grupo está llevando adelante el proyecto de investigación y desarrollo (I+D) “Modelo de repositorio institucional como alternativa para el desarrollo social, científico y tecnológico del país”, financiado por la Comisión Sectorial de Investigación Científica de la UDELAR. La ejecución del mencionado proyecto permitió conocer el estado de situación en cuanto a la visión del acceso abierto a nivel de autoridades de gobierno, educativas y tomadores decisiones. Se identificaron y caracterizaron las publicaciones de los investigadores activos del Sistema Nacional de Investigadores (SNI), con la finalidad de conocer los modelos de comunicación científica de cada área de conocimiento, y de obtener insumos empíricos hacia el desarrollo de un modelo de repositorio institucional acorde a sus particularidades. Se pretende contribuir a la formulación e implementación de políticas nacionales que impulsen la vía verde como alternativa para garantizar el acceso abierto y el control bibliográfico de la producción científica nacional. Estas líneas de investigación son de reciente creación y paulatinamente se van consolidando. Las mismas están obteniendo visibilidad en los distintos ámbitos nacionales y han logrado instalar esta temática en la agenda de discusión. De esta manera Uruguay no permanece ajeno a lo que sucede en el contexto internacional y avanza en beneficio del desarrollo de la ciencia y la tecnología. Se espera que los resultados de las investigaciones en curso sean insumos de referencia para la formulación de políticas de acceso abierto acordes a las necesidades del país y en consonancia con las tendencias internacionales.
