English abstract

Coercion loses ground to cooperation as the State’s main mechanism to obtain information. E-Gov emerges in this context and is influenced, also, by the evolution of software applications from virtual environments to agents of sociotechnological systems – whose functioning depends on the dynamic cooperation of human and artificial agents.This article presents the concept of sociotechnological system and considers its application to e-gov,illustrated by means of a sociotechnological description of the Brazilian Lattes Platform for science and technology information and knowledge. That kind of description allows for the conjecturing and investigation of the emergence of sociotechnological e-Gov systems and their properties.

Na sociedade do conhecimento, a coerção perde espaço para a cooperação como mecanismo do Estado para obter informação. Os serviços de governo eletrônico (e-Gov) surgem nesse contexto e são afetados, também, pela evolução dos aplicativos de software,de ambientes virtuais a agentes de sistemas sociotecnológicos – sistemas cujo funcionamento depende da colaboração dinâmica de agentes humanos e artificiais. Este artigo discute brevemente o conceito de sistema sociotecnológico e aventa sua adoção no contexto do e-Gov, ilustrando essa adoção por meio de uma descrição da Plataforma Lattes. A descrição permite conjeturar e investigar os mecanismos da emergência de sistemas e-Gov sociotecnológicos e suas propriedades.
