English abstract

This report includes the current status of open educational resources in the Spanish universities and proposes guidelines for their institutional impulse. This study is part of the action 6 of the repository group of REBIUN, as a result of the objectives worked during 2018. On the one hand, the evidence obtained from a specific survey on open educational resources is shown; understood as learning materials created by teachers for the development of their teaching activity. This survey, distributed in the Spanish institutions of REBIUN at the beginning of the year, pays special attention to the nature of educational resources, contextual aspects and influence and, above all, the platforms that facilitate access to them (repositories and OCW).    On the other hand, a series of guidelines for the promotion of open educational resources in universities is proposed. For the elaboration of these recommendations, some results of the survey have been taken into account, as well as the consultation of specialized bibliography (guidelines, guidelines, policies, etc.) and the examples identified in other international institutions.

El presente informe recoge el estado de la cuestión actual de los recursos educativos abiertos en las universidades españolas y propone unas pautas para su impulso institucional. Dicho estudio se enmarca dentro de la acción 6 del grupo de repositorios de REBIUN, como resultado de los objetivos trabajados durante el 2018. Por un lado, se muestran las evidencias obtenidas a partir de una encuesta específica sobre recursos educativos abiertos; entendidos como materiales de aprendizaje creados por los profesores para el desarrollo de su actividad docente. Esta encuesta, distribuida en las instituciones españolas de REBIUN a principios de año, presta especial atención a la naturaleza de los recursos educativos, aspectos contextuales y de influencia y, sobretodo, las plataformas que facilitan el acceso a los mismos (repositorios y OCW). Por otro lado, se propone una serie de pautas de impulso de los recursos educativos abiertos en las universidades. Para la elaboración de estas recomendaciones se han tenido en cuenta algunos resultados de la encuesta, así como la consulta de bibliografía especializada (directrices, guías, políticas, etc.) y los ejemplos identificados en otras instituciones internacionales.
