English abstract
Globally, major transformations are occurring in the scientific field and for scientific communication, resulting from the development of digital culture, collaborating in a growing flow of scientific information, both in volume and speed. New implications emerge from this scenario regarding access, content quality, mediation, production, among others. In a broad sense, there will also be the performance of information professionals. Analyzing the characteristics of Open Science and the multilevel library in the last decade, we questioned the role of librarians in the process of implementing Agenda 2030 in Brazil, which includes thinking about their responsibility in relation to other issues. In this purpose, we will discuss the concept and characteristics of this new type of library, which completed ten years of existence in Brazil in 2018, in hundreds of educational institutions of all States of the Federation. Next, we will reflect on the challenges of Open Science and Agenda 2030 for the same, considering its complexity and the role of the librarian. The present work is the result of a Master's dissertation titled "The library as a learning organization", of the continuity of this research at the Doctoral level in the Post-Graduation Program in Information Science of the Federal University of Paraíba (UFPB) and the discussions held in the discipline "Scientific Communication", in this same Program. Methodologically, this work comes from research of a qualitative nature, at an exploratory-descriptive level, whose bibliographic and documentary research techniques provided opportunities for inferences that emerged from discussions and reflections during the research process. The access, production and scientific communication begins to take a new direction in Brazil from the Open Science and the Agenda 2030. In the field of Information Science (CI), it is worth highlighting the creation, in 2018, of the first scientific journal with a focus on this theme, entitled "Open Information Science". The journal was created by researchers linked to UFPB and its mission is to follow and adopt the advances that pass through open science. For the multilevel library, during the same year, during an official meeting, the representative of the National Council of Institutions of the Federal Network of Vocational, Scientific and Technological Education (CONIF) directed that institutions include links to Agenda 2030 , in order to raise awareness of the issue, raise the awareness of the school community and help promote projects relevant to the themes of the UN objectives. But what is the point of convergence of these issues and the challenges they face? Brazilian librarians tend to realize that scientific communication consists of peer review, copyright, licensing, subscription pricing, and something far removed from the principles of information literacy development. In a society with expressive digital culture, it is not possible to dissociate from this context the formulation of policies and strategies of media literacy and information literacy (AMI). This point of convergence is the beginning of the challenges that emerge from Open Science and Agenda 2030 for the multilevel library in Brazil, not forgetting that free access is one of the fundamental principles of improving access to information.

Em nível mundial, grandes transformações estão ocorrendo no campo científico e para a comunicação científica, advindas do desenvolvimento da cultura digital, colaborando em um fluxo de informação científica crescente, tanto em volume, quanto em velocidade. Novas implicações emergem deste cenário quanto a acesso, qualidade do conteúdo, mediação, produção, entre outros. Em sentido amplo, haverá de ser também a atuação dos profissionais da informação. Analisando as características da Ciência Aberta e da biblioteca multinível nesta última década, questionamos o papel do bibliotecário frente ao processo de implementação da Agenda 2030 no Brasil, o que inclui pensar sobre sua responsabilidade frente as outras questões. Neste propósito, discorreremos sobre o conceito e as características desse novo tipo de biblioteca, que completou dez anos de existência no Brasil em 2018, em centenas de instituições de ensino de todos os Estados da Federação. Em seguida, iremos refletir sobre os desafios oriundos da Ciência Aberta e da Agenda 2030 para a mesma, considerando sua complexidade e a atuação do bibliotecário. O presente trabalho é fruto de dissertação de Mestrado intitulada “A biblioteca como organização aprendente”, da continuidade dessa pesquisa em nível de Doutorado no Programa de Pós-Graduação em Ciência da Informação da Universidade Federal da Paraíba (UFPB) e das discussões realizadas na disciplina “Comunicação Científica”, neste mesmo Programa. Metodologicamente, este trabalho é oriundo de pesquisa de natureza qualitativa, de nível exploratório-descritivo, cujas técnicas de pesquisa bibliográfica e documental oportunizaram inferências que surgiram a partir de discussões e reflexões durante o percurso investigativo. O acesso, a produção e a comunicação científica começa a ter um novo rumo no Brasil a partir da Ciência Aberta e da Agenda 2030. No campo da Ciência da Informação (CI), destaca-se a criação, em 2018, do primeiro periódico científico com enfoque nesta temática, intitulado “Ciência da Informação em Aberto”. O periódico foi criado por pesquisadores vinculados a UFPB e tem por missão acompanhar e adotar os avanços que perpassam a ciência aberta. Para a biblioteca multinível, neste mesmo ano, durante uma reunião oficial, o representante do Conselho Nacional das Instituições da Rede Federal de Educação Profissional, Científica e Tecnológica (CONIF), orientou que as instituições incluam nos seus sites institucionais os links sobre a Agenda 2030, com o intuito de dar visibilidade ao tema, sensibilizar a comunidade escolar e ajudar na promoção de projetos pertinentes às temáticas dos objetivos da ONU. Mas qual o ponto de convergência dessas temáticas e dos desafios delas provenientes? Bibliotecários brasileiros tendem a perceber que comunicação científica consiste em revisão por pares, direitos autorais, licenciamentos, preço de assinaturas de periódicos, e algo muito distante dos princípios de desenvolvimento de competência em informação. Em uma sociedade com expressiva cultura digital, não é possível dissociar desse contexto a formulação de políticas e estratégias da alfabetização midiática e informacional (AMI). Esse ponto de convergência é o início dos desafios que emergem da Ciência Aberta e da Agenda 2030 para a biblioteca multinível no Brasil, não esquecendo que o acesso livre é um dos princípios fundamentais de melhoria do acesso à informação.
