English abstract

At the end of 70's the need emerged that single national states directly partecipate in the production of their own specialized databases. In those years the Universal Availability of Publications (UAP) project/aim was designed at IFLA, that included the need of promoting a world system for the sharing of bibliographic information and the development of interlibrary loan, but surpassing these concepts, and taking into consideration accessibility in all its aspects and at all levels. The current development of telematic nets and Internet wide diffusion raised the expectations of building a 'universal service'. The evolution of bibliographic systems and meta/union OPACs and the wide possibility of obtaining full-texts documents and non published material – grey literature and information through the Net, suggest new definition criteria for primary and secundary documents and new ways of considering the traditional functions for referring to and accessing content. The Web can be considered as a net of citations in which traditional documentary units and relative citations are replaced by web pages and relative hyperlinks. The 'Information Society Forum' (ISF), the main advisory institute of the European Union about the development of the information society, defined the 'universal service' as the set of needs and request of information and communication in the society for public and private interest. The new utopy, "a European way for the Information Society" now adds to, without replacing them, previous utopies in the studies about information and documentation.

Italian abstract

Alla fine degli anni '70 era stata individuata la necessità che i diversi stati nazionali partecipassero direttamente alla produzione di proprie banche dati specializzate. In quegli anni veniva formulato in seno all’IFLA il progetto-obiettivo dell’Universal Availability of Publications (UAP), che includeva l’esigenza di promuovere un sistema mondiale per lo scambio di informazioni bibliografiche e lo sviluppo del prestito interbibliotecario, trascendendo però questi concetti, e considerando l’accessibilità in tutti i suoi aspetti e a tutti i livelli. L’attuale sviluppo delle reti telematiche e l’ampia diffusione di Internet ha accresciuto le aspettative di realizzazione di un “servizio universale”. L’evoluzione dei sistemi bibliografici e di meta/multi opacs e l’ampia possibilità di ottenere documenti in testo completo e materiale non pubblicato - letteratura grigia e informazione grigia – tramite la rete, suggeriscono nuovi criteri di definizione di documenti primari e secondari e nuovi modi di considerare le tradizionali funzioni di riferimento e di accesso ai contenuti. Il Web può essere considerato come una rete di citazioni in cui le tradizionali unità documentarie e le rispettive citazioni sono sostituite dalle pagine web e dai relativi hyperlink. L’Information Society Forum (ISF), il principale organismo di consulenza dell’Unione Europea sullo sviluppo dell’information society, ha definito il “servizio universale” come l’insieme delle esigenze e della domanda di informazione e comunicazione nella società per l’interesse pubblico e privato. La nuova utopia, «a European way for the Information Society» ora si aggiunge, senza sostituirle, alle precedenti utopie negli studi sull'informazione e documentazione.
