English abstract
Purpose: This study aims to identify and explain the key mechanisms of effective IT governance based on the COBIT framework within the enterprise architecture of public libraries, using meta-synthesis and Delphi methods. Methods: This applied research employed the seven-step meta-synthesis approach developed by Sandelowski and Barroso to extract IT governance mechanisms. To validate and adapt these mechanisms for public libraries, the Delphi method was used. After a systematic search and screening process, 51 relevant sources were selected for coding and analysis. The Delphi phase involved 20 experts in public libraries, enterprise architecture, and IT management. Results: A total of 91 IT governance mechanisms were identified and categorized into three main groups: structural (36), procedural (29), and relational (26). Each category was analyzed across four layers of enterprise architecture: business, information, applications, and technology. Conclusions: The findings indicate that successful IT governance requires simultaneous attention to structural, procedural, and relational mechanisms. Procedural mechanisms accounted for the largest share, highlighting the critical role of information management in achieving IT objectives. The information layer emerged as the central axis of interaction between IT and organizational architecture. The study's systematic approach to analyzing components within an architectural framework is innovative and offers a foundation for developing localized models for national information institutions. However, practical implementation challenges, along with the influence of organizational culture and human interactions, warrant further investigation.
