English abstract

The possibility of developing new services for public libraries, profiting from the potentialities of Information and Communication Technologies, is explored. The outburst, expansion and generalized use of new technologies challenges public libraries, especially those concerned with the development of new online information services. The main international guidelines ascribed to public libraries, as community information centres, are described. Some of the social consequences of new technologies are presented and their impact on libraries, particularly in Portugal, is discussed. Examples of information services that can be made available by libraries are also presented, with special relevance to online community services. The implementation of such services represent technical and social changes that may be studied in a common framework. In order to understand this process, the Actor-Network theory and its main concepts are presented and its use as a methodological framework is fundamented. Its relevance in the field of information systems development is particularly discussed presenting examples and suggesting possibilities. A case study is presented, taking into account the possibilities of development for these new services. The study and knowledge of the situation allowed us to specify some of the new information services to offer, discussing this process from an Actor-Network perspective. This research aims to contribute to the creation, in the middle run, of new information services still non-existent in a great number of Portuguese libraries. Actor-Network Theory is proposed as a methodological tool to develop such services.

Portuguese abstract

Neste trabalho exploramos a possibilidade de se desenvolverem novos serviços para Bibliotecas Públicas, tirando partido das potencialidades das Tecnologias da Informação e da Comunicação. A explosão das novas tecnologias, a sua expansão e utilização generalizada criam desafios às Bibliotecas Públicas, em particular no que diz respeito à criação de novos serviços de informação em linha. São descritas as grandes linhas internacionais que caracterizam as Bibliotecas Públicas, enquanto centros de informação à comunidade. São apresentadas algumas das consequências sociais da novas tecnologias e é discutido o seu impacto no campo das Bibliotecas, em particular em Portugal. Apresentamos ainda exemplos de serviços de informação que podem ser prestados por Bibliotecas Públicas, dando relevância aos serviços de comunidades em linha.A introdução destes serviços representam alterações técnicas e sociais que podem ser estudadas num quadro comum de análise. Para compreender este processo é apresentada a Teoria Actor-Network, os seus principais conceitos e fundamentada a sua utilização enquanto quadro metodológico. Discute-se em particular a sua relevância no campo do desenvolvimento de sistemas de informação, apresentando-se exemplos e sugerindo possibilidades.Tendo em conta as possibilidades de desenvolvimento destes novos serviços, apresentamos um estudo de caso. O estudo e conhecimento desta situação permitiu-nos especificar alguns dos novos serviços de informação a prestar, discutindo este processo numa perspectiva Actor-Network.Este trabalho procura contribuir para a criação a médio prazo novos serviços de informação, ainda ausentes de grande parte das Bibliotecas portuguesas. Como ferramenta metodológica para o desenvolvimento destes serviços propõe a utilização da Teoria Actor-Network.
