English abstract

This report is one of the 5 parts of which the MSStudy II (second Member States Study is made up on the "Situation of the markets of the electronic information in the countries of the European Economic Area". This document refers exclusively to Spain. MSStudy is subsidized to 50% by the Info2000 programme of the DGXIII of the European Commission (EC). The Spanish part of the study has been carried out by the Statistical Institute of Catalonia, in collaboration with Asedie-Cindoc, the institutions that form the Spanish node of Midas. It is the result to integrate 28 questionnaires answered by 29 Spanish experts who have years of experience in the sector of the information, being most of them are well known by their analyses and previous works --, they come from very different areas as public administrations, big and small companies, universities, specialized research centres, journalists, etc. Their opinions have been interpreted, grouped and re-elaborated in two stages, and the second one has received the approval or conformity of the participants. Following the guidelines of the German team that manages MSStudy, a reduced panel was chosen with the purpose of making a study more qualitative than quantitative. This survey always talks about the “market” of the information. That is to say, non-free information that users are prepared to pay. In principle it is excluded, then, the free information produced by the public administrations. Information services funded indirectly by advertising (of which in Spain there are or some cases, far to be financed to the 100%) also are considered, the study is based on the information services paid by the users, be them institutional or individuals.

Este informe es una de las 5 partes de que se compone el MSStudy II (segundo Member States Study sobre la “Situación de los mercados de la información electrónica en los países del Área Económica Europea”, en este documento referida exclusivamente a España. MSStudy está subvencionado al 50% por el programa Info2000 de la DGXIII de la Comisión Europea (CE). La parte española del estudio la lleva a cabo el Institut d’Estadística de Catalunya, en colaboración con Asedie-Cindoc, las instituciones que forman el nodo español de Midas. Es el resultado de integrar 28 encuestas contestadas por 29 expertos españoles que llevan años de experiencia en el sector de la información --en su mayoría son conocidos por sus análisis y trabajos anteriores--, que proceden de áreas muy distintas como pueden ser administraciones públicas, grandes y pequeñas empresas, universidades, centros de investigación, periodistas especializados, etc. Sus opiniones han sido interpretadas, agrupadas y reelaboradas en dos etapas, la segunda de las cuales ha recibido la conformidad de los participantes. Siguiendo las normas del equipo que dirige MSStudy, se escogió un panel reducido con el fin de realizar un estudio más cualitativo que cuantitativo. Esta encuesta se refiere siempre al mercado de la información. Es decir, información no gratuita por la cual los usuarios están dispuestos a pagar directamente por ella. En principio se excluye, pues, la información gratuita producida por las administraciones públicas. Aunque la información pagada indirectamente por medio de la publicidad (de la cual en España hay ya algunos casos, no financiados al 100%, ni mucho menos) también se contempla, el estudio parte de los servicios de información pagados por el propio usuario, ya sea institucional o particular.
